From strategy to delivery

Operationalizing a just transition means holding together many dimensions: governance, business model and financing, institutions, capacity, political economy, as well as community decision-making power. I work intentionally at these intersections to turn commitments into delivery. My services are organized around key implementation and impact challenges organizations face.

Focused engagements

Is this initiative ready? Why are we stuck? How do we resolve this together?

For organizations that need short, targeted support on a specific program design or implementation challenge. Each engagement has a defined scope, timeframe and practical output. The goal is to help teams decide, resolve a specific bottleneck, or determine the most useful next step.

Typically completed within 1–2 weeks | workshops delivered as one or two half-day sessions

Best before launch, funding or approval decision. This independent review of a concept note, workplan, program design, or funding proposal identifies critical gaps, risks, and assumptions from an energy justice, implementation, and/or learning and scaling perspective.

Example of output: a concise deliverable covering critical gaps, risks, and assumptions; analysis of implications for the upcoming launch, funding, or approval decision and prioritized recommendations.

For teams that suspect a specific implementation issue exists but need clarity before undertaking a full diagnostic. This rapid assessment identifies immediate bottleneck(s), their potential contributing factors, and what should be addressed or investigated next.

Example of output: A concise deliverable covering the immediate implementation bottleneck(s), their contributing factors, recommended next steps, and questions for further investigation.

For teams stuck on an identified and concrete energy justice implementation challenge. A facilitated session helps the team develop a shared understanding of the issue and co-design a practical way forward.

Example of output: A concise deliverable covering the team’s shared understanding of the problem and a practical action plan.

Project-based advisory engagements

For organizations that need in-depth support to solve broader challenges.

Typically, 4–12 weeks

For organizations that have a strategy, funding window, or program in place but are not seeing the expected delivery and on-the-ground impacts.

Examples of outputs: Existing theory of change/logigram analysis | Implementation bottleneck analysis | Governance and coordination review | Risks and opportunities mapping | Delivery improvement recommendations and roadmap | Facilitation of internal or multi-stakeholder learning sessions.

Possible format: A diagnostic engagement of approximately 6–8 weeks, combining document review, interviews, implementation mapping, recommendations and a validation and/or learning workshop.

For organizations designing or redesigning just transition initiatives, programs, funding windows, governance models, or implementation roadmaps.

Examples of outputs: Program design | Governance model | Delivery model | Public participation and stakeholder engagement strategies | Implementation-focused roadmap | Learning and scaling framework.

Possible format: A design or redesign engagement of approximately 8–10 weeks, combining strategy review, stakeholder engagement, program and governance design, as well as implementation planning.

For organizations that need to understand how implementation is unfolding across a policy, portfolio, sector, or geography.

Examples of outputs: Commissioned papers | comparative implementation analysis | Governance typology | Rights allocation analysis | Political economy and incentive analysis | Emerging implementation models | Strategic recommendations for future policy, program, or investment decisions.

Possible format: A strategic knowledge product or applied research engagement, such as a commissioned paper, policy implementation brief, comparative review, or policy-oriented synthesis.

For organizations that want to turn their implementation experience into stronger programs, policies, and funding windows and/or scale promising initiatives.

Examples of outputs: Portfolio learning review | Learning framework | Scaling opportunities and risks | Implementation lessons | Policy recommendations.

Possible format: A learning-focused engagement of approximately 4–8 weeks, combining portfolio review, interviews, synthesis, and learning or strategy workshop(s).

Fractional implementation advisor

This offer is for organizations that need embedded, independent, senior support to operationalize energy justice and strengthen implementation on an ongoing basis. I work alongside staff for a few days each month to help close the gap between organizational ambitions and on-the-ground results

Initial 3–6 months engagement | agreed number of days per month

Fractional work means embedding a defined portion of a senior professional’s time within an organization. It gives teams access to experienced implementation leadership for a defined number of days each month, without requiring a full-time senior hire.

  • Just transition implementation: for teams navigating complex delivery, governance, coordination, and/or stakeholder engagement dynamics.
  • Energy justice mainstreaming: Support for organizations integrating energy justice principles into their strategies, programs and/or funding windows.


Possible format: Regular advisory sessions, targeted review of decisions and documents, and participation in selected team or stakeholder meetings. Engagements are structured around agreed priorities, a specific mandate and a monthly time allocation.
